无事生非（４）：过渡政府
新浪网２０００年１１月２８日题为《布什组建过渡政府的请求遭到拒绝》的报道（http://www.sina.com.cn）说：“当地时间11月27日中午(北京时间28日凌晨)，负责调济联邦政府官员办公场所的美国联邦政府总务部(GSA)拒绝了共和党候选人布什组建过渡政府的请求。GSA发言人称，只要双方继续上诉，他们就认为大选结果还没出来，因此也就不会授权任何一方组建过渡政府。根据1963年的美国总统过渡法案，当选举还有疑问时，GSA必须等到最后结果出来以后方能发放筹建过渡政府的经费。GSA负责为当选总统准备临时办公场所，并为其配备电脑、电话等办公设施。在布什提出组建过渡政府后，他们拒绝为其提供经费及临时办公场所的钥匙。”
“过渡政府”的说法不妥。应为“政府过渡（或移交）办公室”。参考路透社２０００年１１月２８日题为《Bush Gearing Up for White House, Gore Fights On》的报道：“The White House made clear Bush would get no preferential treatment on the transition until the court challenges end. The General Services Administration (GSA), which acts as landlord and building manager for the federal government, also refused to give Bush's team Washington office space set aside for a new presidency because of the pending legal challenges. Cheney said on Monday the Bush team would use private funds to set up a transition office in Washington, and would accept individual private donations of up to $5,000.”
英文是transition office，不是interim government或者caretaker government。

the coming president is at decision of the minority of the
five hundreds ballots. This makes me think of one opinion about the politics that has established in one science fiction named <<银河英雄传说>>. It says all kinds of politics belong to one essential: the minority rules the majority. For the Feudality, it is absolutely right. For the Democracy,for instance, if a proposal can not be passed by all, it should be decided by 2/3 (or 3/5) of the members; And also in the majority group, there must be some dissidents; their opion can not be embodied in the decision at all. So in fact , the decision is under the control of few people.
Here is a long poem about <<银英>>:
