Perhaps one reason that security from armed attacks has been elusive is that we humans have sought it in the wrong way. The traditional path has emphasized national self-defense by amassing arms to deter aggression. Alternative paths have been given little attention and fewer resources. From 1948-1997, for example, the world states have spent 1,700 times as much on their national military budgets as on UN peackeeping operations. It just may be, then, that the first secretary-general of the UN, was onto something when he suggested that "wars occur because people prepare for conflict, rather than for peace."

one way to think about how to increase securtiy is to ponder the origins of insecurity. To do that, let's go back in time to the hypothietical origins of insecurity.
it was a sunny, yet somehow foreboding, autumn day many millennia ago.Og, a caveman of the south tribe, was searching for food. It had been a poor season for hunting and gathering, and Og fretted about the coming winter and his family. The urge to provide securtiy from hunger for his family carried Og northerward out of the south tribes's usual territory and into the next valley.
It was the valley of Ug of the north tribe. the same motivations that drove Og also urged Ug on, but he had been luckier. He had just killed a large antelope, Ug, then, was feeling properous as he used his large knife to clean his kill. At that moment, Og, hunting spear in hand, happened out of the forest and came upon Ug. Both hunters were startled, and they exchanged cautious greetings, Ug was troubled by the lean and hungry look of the spear-carrying stranger. Unconsciously, Ug grasped his knife more tightly. The tensing of his ample muscles alarmed Og, who instinctively dropped his spear point to a defensive position. Fear was the common denominator. Neither wanted a confromtation, but they were trapped. And so the confrontation continued, with Og and Ug equally unsure of the other's intentions, with each sincerely proclaiming his peaceful purpose, but with each unable to convince the other to lay his weapon aside first.
