遇到问题，想上坛求教，一看到PX和WQ的译文，忍不住搭茬，搭完就下坛了。接着干活，才发现光顾搭茬，把正事忘了，只好有又回来了。难句如下：
1.The databases of the ECA Library were mounted on the UN Intranet; a multimedia centre and desktop access to information were introduced.
难点: mounted on; desktop access to.
2.
Organizationally, ECA moved to a flat,flexible,team-based,result-oriented structure based on the decentralization of resources and decision-making to substantive divisions with greater accountability for results.
Note: ECA 为非洲经济委员会的缩写。
从组织结构上讲，通过将资源及决策权力下放到实务部门并使实务部门对结果承担起更大的责任，减少了非洲经委会的结构层次，使其结构成为一种平缓、灵活、以队组为基础的、注重效果的结构。
难点：flat; with greater accountability for results.
3.A "Customer satisfaction" assessment on the servicing of the conference was carried out, which yielded responses with an average of eight on a scale of one to ten, with the lowest number indicating "not satisfied" and the highest number indicating"fully satisfied".
难点：整个后半句。怎样才象地道的中国话。

难点： address weak aspects

难点：后一句的后半句。前一句是为了提供上下文。

看来，咱们中国人还是想称霸，所以才有词霸，译霸……该词典不可用于翻译，但胜在各方面专业词汇都有，有时却可资参考。但有点不可不提，它里面的那本《高级汉语词典》却是非常好，我也是冲它才买的。而且价钱便宜，正版零售价为28块，我买才20块！

至于在美加的价钱，恐怕要贵一点了吧。要不，方便的话，我送您一套得了。不过，我现在最想买的还是光盘版的OED（双CD）或者Random House's Unabridged Webster Dictionary of the English Language，尤其是后者网上价钱才26美元，非常便宜。不知可否托您给看看一般书店零售价是多少？

The book (Random House Webster's Unabridged Dictionary)in regular bookstors costs between 59 to 50 US dollars.
(Wordsworth Bookstore: $50, in another bookstore $59.)
CD(version 3.0 for windows 95/98 and above): 29.75 US dollars from Amazon.com (a U.S. online bookstore)
A book with a CD in some bookstores (not sold seperately): $63.75 or a few dollars more.

In the good old mainframe world, a tape is physically mounted on a tape reader by the tape
librarian when requested.
"Desktop access" means to access the information from your desktop PC.

渔夫前辈，因为句中是“were introduced”，所以不应该是只“a multimedia centre”被建立了。我理解这句话是“a multimedia centre and desktop which access to information were introduced.”(可供人们存取信息的多媒体中心和桌面电脑系统建立了。)

2."flat"在这是不是“直接了当的”或“不繁文缛节的”的意思？

“公布/承认/说出其国家药物管理系统的缺陷。”可能应该根据上下文选取最合适的词。

由于资源和权力（被）下放到独立的部门，在分工负责下，成效更形显著，非经会不再是个臃肿的机构，而是一个讲求群队精神、讲求效益的机构。
3）对会议服务搞了一个“顾客满意”评估，最低分为1分即“不满意”，最高分为10分即“极满意”，结果平均得分为8分。
5）……从而防止精神药品流入地下，而在药用上也得到了充分的保障。

您的非洲经委会那段的“由于”句型很好，使我很受启发。关于独立的部门，因已有定译，为实务部门，其实正如楼上帖中指出的那样是相对后勤行政部门而言的业务部门。

您是说“substantive divisions”是个固定的用法？但“substantive”的确有“独立”的意思呀！而且这样才顺呀！
