本世纪全球贸易使最大的遗憾莫过于与世界人口五分之一的中国长期被拒之与WTO之外，本世纪全球贸易使上最大的庆幸莫过于中美之间长达13年的马拉松谈判在几次超过最后期限的不可能中完成了有利于世界，有利于中国，有利于下个世纪的历史性协议。WTO将对未来中国社会，经济，文化啊，科技发生结构性冲击和整体性挑战，其中影响最深远，冲击最隐蔽，外中最悬殊的领域之一很可能是电子商务领域。
今天，最时髦的事物就是电子商务。电子商务为社会流通，为经济发展提供如此便利快捷的方式和手段，使全世界各国都不得不发展和使用它。可以预计五年之后，通过电子商务完成的交易将达到社会交易总额的一半以上。
电子商务应用的前景电子商务是一种新兴的，处于发展过程中的现代商务方式，20世纪90年代以来得到了迅速发展，显现了巨大的经济贸易潜力。1997年欧洲，美国，新加坡等许多国家政府发表了电子商务发展纲要，其目的是引导全球电子商务的自由竞争和健康发展，大力推动电子商务的实践。我国政府的发展纲要也将在近期出台，我国企业正在适应国际化发展的需要，发展电子商务，参与国际竞争。有理由相信，在新世纪里，电子商务将逐渐成为社会生活的主要方式，也将促进国际经济贸易的大发展。

Abstract
The world trade of this century has seen its biggest failure in that China，with 1/5 of the world population， was shut out of the door of WTO; and also its greatest achievement that China and USA reached the historical agreement in the last impossible minute after 13 years of long and hard marathon negotiation, which will benefit China and the world in the next millennium. The entry into WTO will provide enormous challenge and profound impact on the social, economical, cultural and technological structures of China, and on the country as a whole. E-commerce, with its largest existing gap, will be one of the areas that endure the hardest full front assault.
E-commerce is the buzzword of today. It has provided the superior speed and convenience needed for today's business transactions and economical development. Every country in the world, willingly and unwillingly, is forced to develop and utilize it. It is predicted that within five years, more than half of the total business transactions will be completed via e-commerce.
E-commerce is a revolutionary and continuously evolutionary paradigm of modern business. It gained momentum in the 1990s, and has shown great potential in business trade. In 1997, European Union, USA, Singapore and many other countries have presented their e-commerce development plans. Their purpose is to lead the world e-commerce into a healthy environment of free competition to promote the implementation of e-commerce. China government will publish its e-commerce guidelines very soon. Chinese business communities have already started the development of e-commerce to meet the challenge of international competition and business needs. It is our belief that in the new millennium, e-commerce will become the mainstay of social reality, and further escalate the international business trading.
