(i) Don't be misled by 排名. 排名 is usually based on many factors some
of which have nothing to do with good teaching or learning. University
rating often includes such things as size of grants, numbers of publications,
size of the library collection, number of available departments, and number of students.
One of the most misleading indicator that has been used recently is
called the "success ratio". It's a measure of how many student graduates
within the prescribed time as compared to the number of student accepted.
I am at a loss of what this number means. Is it a measurement
of how bright the students are, how good the teaching is, or
how easy it is to pass. Besides, we all know that people "passed
on the curve" and many good student passed along with the totally
zonked out ones.
A famous Canadian university which had been #1 on the rating list
for many years, does not have a great Computer Science department
E.g., a few years ago, the Data Base course was taught
by a graduate student who had recently arrived in Canada and was
still struglling with the language. On top of that, the professor
in charge used to teach the course based on his 10 years old notes and
this graduate student was to teach from the same notes also. 10 years old
notes in computer science is ancient history. Although this same university
has many good teachers it also has a large collection of totally
spaced-out professors who could neither teach nor impart their
ideas to you clearly; so don't get carried away by "ratings". Unfortunately,
for people from China, the believe in ratings and prestigeous schools
is more fervent than religious believes !
Smaller universities may not necessarily be worse. There are gems
within a collection of pebbles. It all boils down to the particular professor and
how much effort you are going to put in yourself. My mind was
opened by a philosophy professor in a small university and one
of my best prof (in operational methods) also taught in a very
small "college".
Unfortunately, in many instances, the professor would be incomprehensible and it will be up to
you yourself to put in the effort to learn the stuff.
(ii)北美大学. I can give you a few leads for Canadian Universities.
University of Waterloo is usually considered as the best in Computer
science in Canada and is very hard to get in.
Similarly, University of Toronto and British Coloumbia are hard to get in.
Some smaller, but not necessarily worse, universities with comphrehensive
computer science programs are:
Ottawa University and Carleton University. : I think they are somewhat
underated . They have a joint computer science research center
and/or program funded by the various software firms in the Ottawa-Kanata
area. These firms are dying for qualified people. (Some of them, e.g. Corel
are just dying. Just kidding!)
Concordia University in Montreal also have a computer science program
for many years. The problem is that they are not attracting high
profile students. Most of those go to the other university in
the same city which has a very high profile but is just as bad (or good,
depending on your point of reference).
Some of the Western Universities like University of Alberta, Manitoba
and Saksketewen (I couldn't even spell that right) are not known
for their computer science program but I am sure you will find
some good programs and professors in some of them. For these 3, you
will need to be able to endure the cold and bleakness of long winters !
(But if you like skiing, skating and throwing snow balls, hey, why not ?!)
Sorry for being so cynical about university professors. I am sure
I offended quite a few profs who visit here often. Make no mistake
about it, there are quite a few good profs out there, but universities
hire professors to do reserch, not to teach well, and therein lies
the problem.

好心的雪人,我想去加拿大读书,我大学学的是经济系,但是我喜欢英语和计算机,在国内当了3年公务员,想去读研究生,有什么建议吗?我不一定要读竞争激烈的名牌学校,就是可以安安静静读书的地方最好了,最重要的一点:有没有助学金?念教育好不好?

Problem with Canadian universities is that they are not as rich as American U so they don't have a lot of money to pay their grad students with !
