1、在核裁军领域，俄罗斯联邦最终批准《第二阶段裁减战略武器条约》受到了普遍欢迎。这一进展将启动《第三阶段裁减战略武器条约》的谈判，并对核武国家与非核武国家的关系--特别是在裁军谈判会议中的关系--等问题起到促进作用。
2、“在不断提高原子能技术的同时，那个因素将使更多的国家拥有生产核武器的能力。”核不扩散机制必需对这种危险性有所反映。
3、迄今为止，核武国家仍然拒绝与非核武国家对话，而且期望他们改变这一立场也是不现实的。但这并不意味着非核武国家就应该放弃全面销毁核武器的目标。他们应该与核武国家一道，努力争取早日实现这一共同的目标。

The Conference on Disarmament had a unique role to play in that regard. Those were modest, realistic and achievable steps that would preserve the Non-proliferation Treaty and stop the dangerous arms race that loomed on the horizon.

裁军会议的作用无可替代. 因为正是踏实, 现实和可实现的步骤和措施, 才使得核不扩散条约有名有实, 才遏制了不时凸现的危险的军备竞赛.

狙击手狠得咬牙切齿^)^于是，来个狗尾续貂：裁军会议的地位无可替代。要使《核不扩散条约》有名有实，并消除不时凸显的军备竞赛阴影，这些都是务实的、可行的措施。
