Thanks to "Guess". I looked the song up on the web and found the lyrics (attached below).
In the song, a boat captain supposedly "winked his eyes and tipped his flippers". Here
obviously, he raised his hand and touched the front-flip of his cap. Thus, "tipped his flippers."
As all the big flirts this side of the pond know, this "move" is usually done in the presense
of a lady.
