Let's hope that many nation wake up to the fact that
a government should be a government "of the people,by the people, and for the people", but not "owns the people,
and overlord of the people."

In the context of the American Civil War, North and South
are divided along the Mason-Dixon line.
The Mason-Dixon line is the boundary between Maryland and
Pennsylvania. During the Civil War, states north of the line
belonged to the "Union" (north) and are considered as "free states".
States south of the line belonged to the "Confederates"(south) or
"slave states."
The Northern states included many of most industrialized states
in the USA whereas the southern state were mostly rural and agricultural.
Southeners, in spite of their stand on slavery and their old fashion
and conservative (religion-wise) outlook, are considered to be a
warm , hospitable and down-to-earth people. Yankees were stereotyped as cock-sure,
aloof and some what arrogant and condescending people. All these
stereotyping is, of course, unfair, since every region have plenty of
both types of people.

Sorry, I did not mean to mislead. I was making a pretty general
statement about "southerners". In any country that has a diversified
population, there tend to be certain stereotyping about people
of different regions. In China, I am sure, people associate different
types of characteristics to people from different provinces.
(E.g. a few months ago, some people in this forum was having
fun with the term 湖南(喇)妹子 (can't find the word "spicy" in a hurry).
But are all of them really spicy? I don't know. I haven't even met
one yet.)
Sorry, I digressed, as usual ! Coming back to the subject, as auntie XY
pointed out in her post, the quotation you mentioned probably "与美国的CIVIL WAR 有关".
That message set the gears inside my head turning. I happened to know just a little
bit about the civil war so I decided to dwell on the subject.
The Confederate army was composed of people from many southern states: North and South
Carlolina, Georgia, Mississippi, Virginia, to mention but a few. Each group
has their own characteristics. The Virginians were known to be "not impulsive, but cool and steady under fire."
So I thought that this "confidence of the Virginian" may either be a known
characteristics of people from Virginia or the Virginian acquired such fame as a result of
their behaviour on the battlefield during the civil war.
