I managed to do the character-setting to most of the subpages except the message display page. I don't have access to its html file and any change would have to be made with perl language in its program file. So I turned to the server company for technical assistance. The following message is what I got from the New Concept Group:
The old HY forum has this setup and it seems nobody has ever complained about that. I also have an old netscape browser which is doing fine with the charset except that it doesn't work well with Hanzi time stamp.
I cannot speak for Chinese windows as i never use them. If that is the case, maybe it is wise to disable this feature since the new site is accessible from China now.
As some of our friends wish to have the previous messages available at this new site, I'm just about to move them here one by one. Now that you feel so bad about it, what should I do? Just do a link to the old site, maybe? Your further advice would be appreciated!

1- Put a link to the old site. 2- When you got time, set up an archive site to store all the aged messages, which should be searchable.(There should be an criterion for aging)
