We say "at the eleventh hour" to mean "at the latest possible time". Isn't it obvious enough when on the clock the 12th hour comes last?

Well, if there IS such a usage as "the 11th hour" for "the last minute", it must be for
the reason you mentioned. The reason why I asked was, I found this translation in a certain
Hy00 Cidian, and was not sure how trusty it was - after all, "the 11th hour" sounds far
from "the last minute".

If my memory serves, the term "11th hour" started as a military jargon...

In Military operations, the Zeroth hour is the scheduled time for the start of
a military operation, especially a combat operation of substantial scope, like D-day.
The 11th hour refers to 1 hr before the Zeroth hour. When you are at the 11 th hour,
you are at a critical point before the start (or cancellation) of the operation .Pass
that and you are at a point of no return, so to speak.
