AGGRESSIVE从程度上看可以，但语气似乎不太对头，有点offensive
之嫌。“大刀阔斧”语气则完全是积极肯定，因而用drastic 表示其中vigorous、decisive、effective的涵义更显恰当。
E.g drastically reformed infrastructure
to take drastic measures to streamline the government
