Cookbook engineers developed rule-of-thumb design criteria based on successful experience.
我猜测,Cookbook工程师是指有经验的工程师,做设计只须“照方抓药”就可以了,就是形成了自己套路的工程师。

理解没错。Cookbook除了指“烹调指南”外,也泛指各种“操作指南”或“程序教程”之类的。

Cookbook engineer 是不谙或不关心原理、理论,只注重实际解决
问题的方法,主要凭指南和类似指南的经验套路而工作的工程师。
你举的用例正好说明了这一点。(他们搞出来的照猫画虎式的设计指
标是凭经验,而不是凭理论。rule-of-thumb 指经验公式、规则
之类)
Cookbook式的手册是注重实用和解决问题方法,不涉及太多原理或
理论的手册。

在下认为,COOKBOOK ENGINEER 本身系中性,无褒无贬。因此,恐怕起个趋中性的名称较为合适,理由如下:
词典里说:
Cookbook: gen. an instruction manual, a detailed account or list;
Engineer: a skilful or artful contriver ; (obsolete) fig. an author or designer of sth.
把实用指南称为cookbook,是因为用家不必“知其所以然”就可“按图索骥”、“照猫画虎”。但有本事把它编出来的想必是“知其然,更知其所以然”的行家。所以要避免用可能令人生贬的名称,不要使人以为连这些工程师都只有“按图索骥”的两下子。
另外,称得上cookbook的,远不止工程、电脑之类,“。。。FOR DUMMIES”(傻瓜书) 到处可见,内容五花八门,就是明证。因此,跳出“工程师”的框框选个说法,起个“实用手册编纂大师”大概更具包容性,可惜太长了点儿,嫌罗嗦,希望有更好的建议。

Engineer 的释义不等于Cookbook Engineer 的释义. Cookbook 的意蕴

Cookbook Engineer 也不一定是编手册的。人们使用 cookbook 一词作定语,如
cookbook engineer
cookbook approach
cookbook level
是强调偏重实用,不讲究理论、概念。字典云:: involving or using step-by-step procedures whose rationale is usually not explained (WWWebster Dictionary)
我在学校和工作环境中也时而碰到cookbook的说法。如
"It's just a cookbook." (即理论性不强、偏于实用的书)。
"I am managing this network. But I just follow cookbooks."
"You can call them cookbook engineers. They don't care about theories."
又,一个美国人的理解:
-- "How would you interprete cookbook engineer? Would you think he is the author of a cookbook?"
-- “No. I would think that he is a practical engineer. I woundn't think he is the author of a cookbook. At least I woundn't."
最后,网上有有一段文字,可作为注脚

编 cookbook 手册的工程师,如果不是开玩笑或自称,最好不要称 cookbook engineer。因为能编 cookbook 的人,正如野君所言,多半都是超越了 cookbook engineering level.

is probably the best description of a "cookbook".
If I am not mistaken, the term "cookbook" ia used to describe any
manual or instruction book that uses a "receipy + step by step,practical and
no theory" approach. Notice that a cookbook for meals is usually written in the following format:
A list of ingredients followed by a step by step instruction on how to get
from raw materials to finished product. Anyone wanting to reproduce the same
meal needs only to get the same ingredients and follows the same procedures.

Being on a different track, I've been overconcerned about a general name for those "cookbook writers" who have produced a myriad of really practical manuals such as the "for dummies" series, with topics ranging from Windows97 to Resume Writing to Knitting. These authors are great, aren't they, though technological/theoretical highbrows may sniff at them. To follow up your and 路过's good suggestions, can we have 应用专家 ?

一句题外的话:给一个平实的职业起一种很漂亮、使人产生错觉的名字,在英语中好象很时髦而
流行,对从事这种职业的人也仿佛是一种恭维似的。其实我看倒是一种侮辱,我们往中文翻就不
必效法了吧?

再来一段文字就更明白了,我也是到了这里才真正明白“Cookbook”在本文里的确切含义。
These and other examples which could be cited emphasize that fundamental understanding, instead of cookbook engineering, can enhance the competitive advantage of one's product.
这是一篇有关产品设计的论文。文章强调,在21世纪,成熟工业产品的竞争将面临更为激烈的全球竞争。设计要从经验转向以对基本规律的把握为基础。就是要从“知其然”转向“知所以然”,才能设计制造出有竞争力的“拳头产品”。
另外,这里之所以会出现“cookbook engineer(ing)”,主要原因我想还是,科学技术进一步发展之前,设计只能按照“cookbook”做。工程师要对社会安全负责任,没有十足的把握,谁也不好随意“创新”。
文章还调侃了一下日本人,说日本人在向海外出口新产品之前,先在本国市场做试验。作者因此很嫉妒日本人,说日本工程师可以在产品上冒更多的设计风险,是因为日本工程师在国内没那么多“product liability lawsuits”要打,不比我们美国云云。
