“撒胡椒面”
A sprinkling of funds here and there over such a vast poverty-striken area won't help much, will it?
To sprinkle limited funds like sprinkling pepper over your food will hardly be useful.
“打破砂锅问到底” = to be very inquisitive; to try to get to the bottom of sth.
To get to the bottom of the matter, let me just ask you one more question: ...
不知对扶贫的理解是否完全正确？
