The great fact to remember is that the trend of civilization itself is forever upward; that a line drawn through the middle of the peaks and the valleys of the centuries always has an upward trend.

Interesting question and good point! Thought of an alternative to your already-good translation...

Exactly Hz. I am going to stick my neck out and say you get full marks.

Yes , indeed . It is similar to the charts of the stock market, say,
the Dow Jones Index. But it does not necessarily have to be just about the stock market alone.
Think of a saw blade with it's triangular edges. Tilt this saw
at an angle, lower end to the left and higher end to the right, and you have a series of peaks and valleys that are
going upwards. In the case of the saw, all the triangles have the
same size. In human civilization and in the stock markets, these
triangles are irregular in sizes. Sometimes you have a large
up-peak followed by a small down-valley or vise-versa. In the stock
market, inspite of the ups and downs, the general trend is upwards.
FDR's use of the middle line is only an approximation, but the
idea is quite clear. If you take a flexible curve-ruler (forgot what
those things are called, I think they are called French curves, but I am not sure ) , bend it to fit the shape of the upward
trend, you can draw a smooth line that passes somewhat near
the middle of the curve.
In statistics, a technique known as "moving" averaging will enable
the analyst to calculate, and subsequently, draw , a smooth line
that shows the general trend of the "up-and-down" curve.
If you see one of these charts that stock analysts use,
you will see a curve with many ups and downs that shows the
daily movement of a stock. Super-imposed on it, you will
see two smooth curves that represent , respectively, the
long and short term moving averages (i.e. trend lines.)
I will try to describe an ad I saw in financial circular. Let see if
I can do a good enough job to enable you to see it in your mind's
eye.
A man is sitting on a chair. His back is turned to the viewer.
The chair is located at the edge of a lake.
Across the lake there is a series of snow covered mountain peaks.
The peaks, 5 in all, goes from the left of the picture to the right.
A white rectangle is drawn around the last 3 peaks.
A series of grid lines are drawn into the white rectangle to make
it look like a graph paper.
A thick white line is traced out along the peaks and valleys of this irregular rising-and-falling landscape.
It is cleared from the white line that inspite of the many valleys,
the general trend of the peaks is upwards from the left to the
right.
Now lets add a red line that passes somewhere through the
mid-points between each set of peak and valley and what do you
get ? A upward trending line going from the left to the right.
Ok, I hope I have bore everyone into taking an early nap !

It is true the beloved teacher can be very thick when it comes to his students' names. XY would love to be a hz, but is not:-(

statistics; time series data; a regression line

Uncle Yeti started it ;-)
Just a couple of quick points.
(1) In the discussion above, it's obviously assumed but never explicitly stated that the x-axis in the graph/plot represents "time". (Thus, the plot is a "time series" plot.)
(2) Uncle Yeti's example of a saw is a great way to explain the underlying statistical idea in this discussion. More formally, we probably should say something about a "regression line" (or more accurately a "simple linear regression line"). Of course, regression is not the right tool for time series data. But it does illustrate the point the author was trying to make. Simply put, a simple linear regression line is a STRAIGHT line that cuts through (and goes along) the "peaks and valleys" (from left to right on the graph). Whether this line connects the dots that are the middle points of every peak and valley is not important. This straight line represents the overall trend of the data over time.
