Under-Secretary-General(USG)是副秘书长，从联合国诞生之日起就有了。而这个“Deputy-Secretary-General(DSG)”则是去年才正式走马上任，其地位排在秘书长之下，但是却在所有USG(副秘书长)之上。其职权是协助秘书长抓总，而其他USG都各负责一摊工作或一个部门。在秘书长外出或不在总部时，DSG代理秘书长职务。因此，中文被译为“常务副秘书长”。
