Thanks for bringing our attention to the use of the last comma in the "Ideas Soar, Words Fly, Brains Storm and, Authors Command" . A quality academic forum does deserve more pedantic scrutiny. Here is my opinion:
You ask for the comma's removal; Hanying says it was deliberately left here for "a clearer visual effect", and xq prefers it to stay untouched to retain an academic flavour, though he believes the presence or absence of a comma there won't make much difference. My pedantic view differs from any of the above: The comma cannot be done without, but it ought to be preceding the "and". If there is anything removeable at all, it may be the "and" only, but not the comma.
Let me elaborate a bit. According to "A Comprehensive Grammar of the English Language, 1985, by Randolph Quirk et al. ",in English, "when three or more clauses are coordinated but only the last is preceded by 'and' or 'or', commas (or semicolons) are required between the clauses, including the last pair" (pp. 1615-1616): E.g.
Prices fell, interest rates fell, and employment figures rose.
The comma in such instances is termed a SERIAL COMMA. Sometimes, especially when the coordinate clauses are short, parallel, and (often) three in number, a coordinator such as "and" may not be a must, and the clauses are separated only by commas. E.g.
I must, I can, I will.
The principle as illustrated here seems to be a rule of thumb generally observed in English editing.
Accordingly, in our case, an academically more correct version could be either:
"Ideas Soar, Words Fly, Brains Storm, and Authors Command."
or: "Ideas Soar, Words Fly, Brains Storm, Authors Command."
