尽管原提问者没有给出上下文，但阁下自己给出的引文很清楚。阁下的引文道：“The bureaucracy has been known to drag its feet in implementing directives with which it disagrees.”其中的its在此显然是指bureaucracy的，因此如果直译的话应是bureaucracy在拖其脚，也就是楼下惺忪君的拖“自己”——而不是拖（他）“人”——的后腿。
此外，阁下的引文是从字典上抄的，但不知缘何没有抄字典上的解释。本人手头没有您这本字典，现抄下Merriam Webster's Collegiate Dictionary的解释：
drag one's feet also drag one's heels: to act in a deliberately slow or dilator manner
根据此解释，hz的前两个翻译应该都是对的，第三个似乎不够贴切。这里面未必有敷衍的意思。

Yeah, I agree with you that the "one" here means "oneself" instead of "someone else", which left LH's interpretation a bit inaccurate (imho).
As for the translation I gave, "Webster's New World Dictionary" is what I consulted:
drag one's feet (or heels): [slang] to act with deliberate slowness or obvious reluctance; be uncooperative
I came up with 敷衍塞责 probably because of "reluctance" and "uncooperative", which reminded me of 应付差事, 混事儿, 消极怠工, etc.
Just my understanding FYR. Thanks again!

的确，"reluctance"和"uncooperative"容易让人联想到敷衍了事，但依《现代汉语词典》的解释，敷衍的意思为“做事不负责或待人不恳切，只做表面上的应付”，这与“不情愿”和“不合作”似乎尚有区别，不知您意下如何？

我想也许可以这样来表述我的理解：drag one's feet本身描述的仅仅是一个现象，用“磨洋工”这一
同样描述现象的短语来翻译，对应和吻合得就比较好，也因此得到了您的认可:-)；而不论英文解释
中的reluctant，uncooperative还是汉译“敷衍塞责”中所暗示的“不诚恳”，其实都可以算是进一步
对现象之下的心态进行推测而衍生出来的含义，这样一衍生灵活性更大了，但模糊性和歧义的可能性
也就更大了。我猜测这可能是我们理解上出现分歧的原因。
不过您的回复中说“‘做事不负责或待人不恳切，只做表面上的应付’，与‘不情愿’和‘不合作’
似乎尚有区别”，恕我愚钝:-)，我有点看不出来。通常地说，“不情愿又要勉强而为”自然就只好
“敷衍”；反过来，“敷衍”的态度当然是用来对待自己“不情愿做又不得不做的事情”。Now, to be
a desperate hair-splitter :-)，“敷衍”可用于指对待另一个“人”的态度(“不恳切”)，而上述英文
短语在我的理解中只能指对待“事情”，因此“敷衍”的涵盖面更宽；在汉译英的情况下，并不总能
用drag one's feet来对译。
Oh, My! 您饶了我吧，关于“敷衍”我已倾其所有啦！:-)

不过，make a virtue of necessity这一条，各种词典上的解释却莫衷一是，互相矛盾。
Make a virtue of necessity:
1)to accept responsiblity for or do cheerfully and with interest something that one cannot avoid 爽爽快快地做非做不可的事，对非做不可的事不得已而甘愿为之(Longman)
2)do sth. pretending it to be an act of virtue when one really does it under compulsion 以逆来顺受的心情去做迫不得已的事情（《牛津现代高级英汉双解词典)--这条显然没翻好，更翻错了！
3)做非做不可的事而装成出于高尚动机（《英华大词典》）
4)Necessity: absence of physical or moral liberty: physical or moral compulsion: ＜did it, not because he wanted to, but by necessity＞＜making a virtue of necessity＞（Webster's Third New)
看来，汉英在出汉英诗集时，亦应该出一本词典订正之类的书了！

您的引文真是让人开眼界，也引人思考。我的印象是好多类似问题不是出在英文词典本身，而是
汉译时译者理解上的分歧和表达上有可能引出的误会等等。记得以前讨论过cheerleader这个词，
本来啦啦队每个人都是cheerleader，去lead普通观众cheer；可是“牛津双解”中汉译为“啦啦队
队长”，好象啦啦队成员们倒大多变成了cheerfollower:-)(Sorry，我生造的词)。我的理解未必
正确，有兴趣的话您可自己搜索论坛去找那个讨论来看看。Thanks!

关于“乡愿”这条，您征引的解释是节录的，但大概原解有些关键部分被删了，看起来不清不楚，等于没有解释。
关于“（故意）拖人后腿”，已烦楼下二位费心查词典；只补充一句：果如有人后腿被拖，此人不是别人，是自己。

表面上听从，暗地里不执行的话，那至少是消极怠工。算盘珠是拨一拨，动一动；不拨就不动。drag。。。的“对抗”情绪可能比算盘珠还要厉害，外界不用力拨一拨，恐怕不会愿意动。谢点拨！

谢谢。您这一提，我觉得要是从这个英文表述返过来编一个新的汉语短语也会蛮有趣的。想出来的
有“猫散步”；想用四个字就在前头加个“懒”字；方言一点，可以说“猫遛弯儿”(借北京话)。
“你又磨上洋工啦”的alternative就是“猫又遛上弯儿啦。”(CAT姐姐，恕未避尊讳，得罪了:-)
